Mart Assunnat Mutt Herrtt was quietly crowing inside. His mother, Asoc >Catal, was taking both his younger cousin, Martte Garnal, and the newest family member, Martte Varren, to the next Denders Summit with his mother's retinue. His mother was leaving him in charge of the >Clot< and the Realm!

Assunnat had always believed that the commoners should defer more to the family of the Asoc, especially himself. His mother had forced a belief on the family that they should be subservient to the people, not the other way around. He had to admit that he had never fully understood what his mother had meant by being beholden to the people and it had cost him by keeping him from becoming a Mart for most of his life.

He was less than twenty years from being considered an adult now, his time at school and the apprenticeship of working in the family business having come to an end early due to his being finally accepted as a Mart.

Assunnat was furious that the newest, adopted, member of his family had already been made Martte while it had taken him more than thirty years to achieve his own title. Even his younger cousin, Garnal, had become a Martte just after completing high school, while he had worked very hard and long before finally being accepted as a Mart.

Then came the attempted coup by his Aunt Unaayel. Assunnat, left behind on AsocAR, had feared he would be executed by his aunt. Instead, she had shown him what being an Asoc was truly about. She had ruled the realm with an iron fist, until his mother had taken back the realm from her in a decisive victory and his aunt had paid the price for her coup with her life.

The people had rejoiced in that victory and in the defeat of his aunt. But not Assunnat. He had missed the way the people had squirmed beneath him while his aunt had been in control. Under his aunt, Assunnat had finally understood what true power was.

Truthfully, he had not fully returned to the policies and positions of the family as set by his mother the Asoc. As a result, his powers as a Mart were being curtailed by his 'Caregivers'. He was certain he was being carefully watched by all and that just made him angrier over the situation.

Damn it! I am practically an adult!

He screamed within his mind.

Why do I still require Caregivers?

That he had minders at his age really ticked him off.

But the Asoc and her retinue would soon be going to the Byandi Royal Mating Ceremony. Like last time, he was being left in control of the realm, in his mother's name of course. But that would give Assunnat the opportunity to set things up for the summit.

With his mother temporarily out of the way, he would have the opportunity to make amendments to his life and bring it around to the lifestyle that his Aunt Unaayel had shown him. He had a lot to prepare for, setting up things for the summit, while his Caregivers and his family were distracted at the Byandi ceremony.

He knew how to avoid or distract the minders that would be left behind.

How ironic,

he thought,

that I would make use of the same tactics as Aunt Unaayel and take down the government while my mother is at Denders!

Office of the Council of Empaths, Scherm's City, Hollander's World, The Sullivan System, Sixty Light Years from Terra

Petronellaya was not happy. She had just received the report from the Toolend on their analysis of William Chartrinyea. The young man had managed to stealthily acquire abilities to access his powers, if only at a low level. He was not yet a threat but soon would be. On top of all this, his mindset had not changed.

William was still angry at the universe and at councillors Petronellaya, Elliya, and at GME Junelliya, among others. He wanted nothing more than revenge on those three people but mostly against Junelliya for having blocked the use of his powers.

Petronellaya immediately called an emergency session of a Conclave of Councillors for the next day.

"Good morning Councillors," Petronellaya greeted the conclave. She began by restating the history of William Chartrinyea and the results of almost a year of attempting to re-educate the young man as to his responsibilities. She finished with the report from the Toolend who had recently delved into his mind.

"I would like to question the Toolend who acted in this matter," one of the Councillors demanded.

The two Toolend came forward with a human in medical whites, who identified herself as Dr. Maya, a certified psychiatrist and herself a member of the Council of Empaths. The Toolend identified themselves as First Medical Officer Tougrate and Third Medical Officer Malnad The three were working as psychologists at Liramor-23.

"What makes you an expert on human psychology?" a Councillor demanded.

"We have been working in conjunction with Doctor Maya since we started at Liramor-23. We have worked to help humans for several years now, mostly to rehabilitate former Union slaves returned from the Alliance. Doctor Maya can attest to our abilities."

"How do we know that what you have reported about Chartrinyea is correct?" another Councillor demanded.

"You can be assured that what they have reported is correct," Dr. Maya stated. "Whenever these two Toolend have looked into the mind of a human, I have always been with them. I am not just a GME, I am also a telepath in training and a member of the Order of Telepaths. What they see in our patients minds, I have seen.

"Their reports on William Chartrinyea are accurate. He intends to gain back access to his powers and then seek revenge on those he has determined have wronged him. He will not stop until he has completed his revenge and, unfortunately, that will include other members of the Council than Councillors Petronellaya and Elliya.

"He believes that he has successfully tricked the Toolend. But he is wrong. The Toolend are much better at finding Chartrinyea's secrets than he is at hiding them."

"You are saying then, that Chartrinyea must be dealt with?" a Councillor asked.

"Unfortunately, yes," Councillor Petronellaya interjected. "In the past, we have only had three methods of dealing with people like Chartrinyea who have refused to follow the norms of the Council; imprisonment, the use of drugs to suppress one's powers, and execution.

"Chartrinyea would normally have been imprisoned on Terra for the mind rape of three women and the attempted mind rape of two others, all of whom were underage. As he had his powers suppressed by this new method, he was given into the custody of the Council of Empaths with the expressed purpose of dealing with him as a threat. We cannot avoid acting on the fact that he is beginning to access his powers again and has yet to accept any responsibility for his actions."

"What are the options then, Councillor Petronellaya?"

"There are only three options that I see," she responded. "In his present state of mind, he cannot be released into the public. Ergo, the use of drugs alone is a moot point. Thus, the first option is to imprison Chartrinyea for the rest of his life in combination with drugs to block access to his powers to keep him under control. The second is execution. Chartrinyea poses such a threat that such a permanent solution may be required. However, we now have another solution to this issue that is equally permanent.

"As we have blocked his power temporarily, we can also block his powers permanently. This would remove him as a threat as far as the Council of Empaths is concerned, while not going to the extreme of execution. This is the preferred method; however, this would be the first time in our history that such a verdict has been imposed on one of our own. This will become a precedent and must be debated by the full Council, which is why this conclave has been assembled. Unfortunately, at the rate at which Chartrinyea is gaining back his powers, he will become a serious threat to us within a week. We must deal with him now."

Councillor Elliya took over. "We need to decide whether the option of permanent suppression of one's powers should be used. To remove access to one's powers is an extreme event for one of our own. This conclave, as a whole, must determine if this method is justified.

"We must answer three questions: The first is whether this method is justified in this instance. The second is whether this should be used going forward should the need arise again. The third is if we do not use this method, what alternative should we use?

"Before we begin this debate, I would remind all of the recent events in Byandi space, where their citizen empaths have been attacked and even killed. Their situation is a reminder to us all of what could happen to us if the general public sees us as the threat they once did. That human empaths have been attacked in the past is why we established the Council of Empaths.

"The deliberations we will be making today must deal with Chartrinyea in one manner or another. If we do nothing, the general public will question our resolve in policing our own."

The debate was lively and often antagonistic as people began to take sides, however, Petronellaya and Elliya helped to prevent explosive anger and kept the debate to relevant issues, specifically those dealing with what Chartrinyea had done and what he might do should he regain his powers. In the end, a consensus was surprisingly easy to reach.

"Councillor Petronellaya, if the alternative is long-term imprisonment, the use of power suppressing drugs, or execution, this method of permanently blocking one's powers is preferable. Imprisonment is expensive and the drugs do not just block one's powers, they also alter the individual's ability to properly think. It is also not always guaranteed as the use of drugs has been known to fail over time.

"Execution is a permanent solution but with the consequences of ending a life and while what Chartrinyea had done merits our intervention, his actions thus far are below the threshold of execution. Having said that, his actions have shown that he is progressing swiftly to the point of requiring such an extreme action.

"The new method of permanent suppression, would prevent the threat that such a powerful empath poses to our own society and to human society at large, with little or no consequences other than ending an empath's ability to access his power.

"However, permanently blocking one's power would have an extreme psychological effect on an individual. The Council would then be required to ensure the individual's safety to prevent them from harming himself or others in any manner.

"Ergo, hospitalisation under psychiatric care, would be required for several years until the individual adjusts. This would be expensive, but far less expensive than long-term imprisonment.

"We have determined that this form of punishment is justified in this incident and is preferred to the other alternatives. The Council gives its permission to adopt this new form of punishment in this extreme case and to use this option again in future as required. However, as with execution, the use of this method must be confirmed by a Conclave of Councillors.

"You have our consensus to permanently block William Chartrinyea's ability to access his power. This should be conducted as soon as is practical and before Chartrinyea accesses his powers."

"Thank you Councillors for your swift and decisive deliberation on this matter. William Chartrinyea will be given a sedative with his meal tonight and, when he awakes in the morning, he will have been permanently blocked from accessing his powers. He will then be placed in psychiatric care for the next three years.

"A Council Report on punishments will be sent out later tomorrow indicating what has occurred in this issue. By the time the report has been transmitted, William Chartrinyea, Full Member of the Council, will have become William Chartrin, citizen of Hollander's World, no longer an empath nor an empathic threat to our citizens.

"As part of his punishment for his criminal activities, he will never again be permitted to leave this planet.

"Councillors, this has not been an easy decision, but it was a necessary one. We now have a precedent going forward." Petronellaya rose and bowed to the Conclave of Councillors and watched as they began to close out the links. History would be made over the next few hours.

William Chartrinyea sat smiling after having a reasonably good meal that evening. He was slowly gaining control over his powers and contemplating what he would do once he had. He very much wanted to take down the Council members who had been on his tribunal, the ones who had placed him in this purgatory for the last year.

He especially wanted to deal with Junelliya for what she had done to him, taking away access to his powers. His hatred for her was far greater than his hatred for the Councillors.

He laughed at how easy it had been to fool those idiot Toolend who had delved into his mind. It had taken some time for him to gain a sense of what they were doing and how they were doing it, but he was confident now that he had.

Chartrinyea fell asleep soon after while watching his favourite crime drama, ironically something from Byandi space called Catrana Private Eye.

The next morning he woke up a completely different person. The realization that he no longer had any access to his powers broke his mind. Fortunately, he had been moved to a psychiatric institute during the night and was well cared for over the next few months while he got used to the new realities of his life. William Chartrinyea, empath, would never again be a threat to the Council of Empaths nor the citizens of Hollander's World. William Chartrin had finally learned about the consequences and his responsibilities for his actions.

A notice of punishments was sent out later that morning, indicating to all the consequences of non-remorse and non-reform from one's actions. The general members of the Council of Empaths took note. Many hardcore miscreants suddenly changed their tune as the real consequences of their actions were now before them. It was one thing to be fined monetarily or to temporarily lose their freedom, it was another thing to lose the very thing that made them special.

Castada ne Mylatin (Palace of Mylatin), Mylatin City, Mylatinyl, The Salta System, The Byandi Realm, 550 Light Years from Terra

Since early May, the people of the Byandi Realm had been waiting for a very special event. The Mylatrin had named her Caltan-To-Be.

The pair had been dating for some time now. Although there had been other males in the chain of interest during that time, speculation by the people had always fallen on Senior Minister Tullo. After all, the Mylatrin had always come back to him and he was so handsome (by Byandi standards). A little over two months ago, the speculation was put to rest and a date was set for a Mating Ceremony.

Tullo was very popular among the people, which was a good thing for the Castada and the royal family. Now, the date of the big event was closing in. The Mylatrin was taking a Caltan and the populace of the Byandi Realm was in an unexpectedly festive mood.

Every household in the Realm had marked their calendars for the afternoon of the first Groshlin of the month of Yada (the 23

rd

of June 2488 in the Union calendar). Every eye in the Realm would be glued to the media channels to watch the event.

Groshlin was the most auspicious day for a mating ceremony as it allowed the mated pair to get to the location of their mating vacation (honeymoon) in time for the weekend.

Invitations had gone out and all had been returned in a positive manner. The elite of Byandi society would be there, as would the elite of the Greater Community. As expected, additional requests for invitations had been made. Even so, there had been one unexpectedly special request for an additional invitation...the President of the Union and his wife had requested an invitation for their new daughter. Adriné was thrilled to provide the extra invitation, the first ever official function for the little Mallitana.

Early on the morning of the 22

nd

of June, Royal Yachts, Presidential Class Ships, Djinaëte ships, and warships from Sector Fifty-Nine that had been called into taxi mode, began to transport the rulers of the Greater Community to Mylatinyl.

Many of the elite of the Byandi Realm used the new Taddassan Interplanetary Passenger Service from their home planets to Mylatinyl. Flights were being chartered direct to Mylatin City by the service, its own passenger service schedule having been shut down for three days as it catered to the special needs of the event, something that the Byandi media made note of.

The Trine jumped into the inbound lane of the Salta System and quickly left the lane to run parallel to it. While jumps between planets for commercial and private ships now required previously approved flight plans, Djinaëte ships did not always follow this new law. Inbound lanes still tended to have unexpected ships jumping into them, especially on special occasions like this, so all experienced captains got out of the lane as quickly as they could.

The Trine contacted Mylatinyl Planetary Control and requested a track as per their registered flight plan. Planetary Control was more than happy to help The Trine, especially with two tiny voices speaking such excellent Byandilay.

We have seldom worked with such excellent non-Byandi speakers of Byandilay.^ Planetary Control sent as they handed The Trine over to the Palace Shuttle Port Control. They knew they were speaking with actual people as there was always a several second delay when using computer translators.

Captain Bellany smiled and sent a 'Well done' to the children who were working from the VIP room. "Planetary Control is very happy with your translation skills, girls. That pleases me. Stand-by as we change frequencies for the Palace Shuttle Port Control.
