Background (Skip this part if you are familiar with the series featuring Kate)
Kate was now in charge of the Corrections Service of the Women's Republic and was beginning to feel that she really was in command. She had entered the Service as a candidate accepted for Officers' Training. This program had been run as part of the Service's Disciplinary and Retraining Unit, commanded by LTC Rachel.
Upon graduating and receiving her commission as a First Lieutenant, Kate, who had been the top student in her class, was selected by LTC Rachel herself to become Rachel's deputy, a new position. Kate knew that in terms of service experience, she was still wet behind the ears. She listened to LTC Rachel and especially to 1SG Wendy, who had been in the Service for many years and learned everything one needed to know to be effective in her position.
Kate soon proved capable of handling all the assignments Rachel passed on to her. Rachel was eventually promoted to Colonel and placed in the demanding post as Inspector General of the Service by the Chief of Staff, GEN Annette. Along the way, Kate had met and become friends with Annette's wife Eleanor, who now directed the capital office of Goose Cookers, a woman-owned and managed firm that specialized in developing new products for women, many of which Eleanor had conceived as creative director.
Eleanor's boss, Janet, was executive vice president of the firm, and was known widely as the best-connected private sector figure in the Republic who could facilitate most anything. Janet and Eleanor had secured many contracts from the Service for specialized clothing, especially.
Eleanor had looked out for Kate, and invited her often to the grand apartment she shared with Annette. Kate never was sure whether Annette even liked her, but she assumed she did, based on the frequent invitations. So, Kate was only mildly surprised when summoned to Annette's office, where the Chief of Staff told Kate she wanted her to be her Field Adjutant and would be promoted to Colonel.
If that wasn't enough, Annette told her in confidence that she wanted Kate to succeed her upon her pending retirement which would eventually make her a General. It was a lot for the still-youthful Kate, all of 31 now. She had grown up in the Republic's second city, where she first developed leadership skills as "responsible woman" for her family.
Her stepmother Jan held that position but didn't want to perform the functions, so she designated Kate as her deputy, although Kate was the youngest of three children by Jan's husband (Kate's father). Kate married twice, as was allowed in the Women's Republic as a privilege of women. Her husband, whom she married first, was Harry, a lawyer, and then she married Glenda too, who was Kate's brother's supervisor at work.
Harry and Glenda resided in the second city, as did Kate's family. Kate visited occasionally to be with her spouses and to perform her duties as responsible woman. These involved approving their requests for many things, including travel and admission to programs, including universities. Kate also disciplined those members of her family who had been listed for her by her stepmother Jan as in need of correction.
As head of the Service's disciplinary unit, Kate was regarded as expert in imposition of discipline, which she indeed became. She grew to know most of the top officers and key noncoms in the Service, including the commandants of the retraining camps to which wives and responsible women sent their husbands, sons, and boyfriends when they felt the men needed to be retrained after they had behaved badly enough to stir the women in their lives to take this action. Going to a camp for a week or two weeks or longer was challenging as the women noncoms and officers imposed strict physical and psychological discipline on the men under their authority.
One officer who had caused Kate serious problems but eventually appeared to turn herself around and live up to her great potential was the blonde and very attractive CPT Nicole, who commanded Hergolia Camp, the toughest retraining camp in the Republic and located far from all the major urban areas. Nicole had come to the attention of higher-ups when she was an outstanding Barracks Sergeant at Hergolia.
She had been in the cadre at the Disciplinary and Retraining Unit, where she impressed the leadership but she also got into trouble, usually by being in bed with the wrong men. The Women's Republic took a dim view of women, especially attractive ones, who went after other women's spouses or otherwise were likely to be in bed with men they shouldn't have been.
Nicole had been found in bed with Kate's husband, Harry, who had angered the usually calm Kate enough for her to send him to retraining camp. Nicole was his Barracks Sergeant. She and her friend Cynthia, who had met at the Disciplinary and Retraining Unit, also achieved excellent results, but almost were cashiered in a major scandal when it was learned that they had sex with one of the worst but most charming offenders who had been placed in their charge.
Kate had arranged for Nicole and Cynthia to receive direct commissions, so now Nicole commanded Hergolia Camp, and Cynthia was her deputy as a First Lieutenant. Kate had recruited the long-time commandant there, CPT Elaine, who had become Kate's deputy and promoted to Major. Now she was Kate's Field Adjutant. One of Kate's classmates was now CPT Helene, who had become COL Rachel's deputy.
Completing the roster of Kate's friends and acquaintances was WO3 Kathryn, who was the procurement officer for Kate's unit, and located in the procurement section of the Service. Rachel and Kate were probably Kate's closest confidants and resided in the Bachelor Officers' Quarters in their own suites, as did Elaine.
They gathered often, mainly in Kate's suite, for meals together and then enjoyed time with each other in Kate's commodious bed. Kate recognized that she needed to allow her husband and wife to spend nights together because it would be cruel to make them stay uninvolved with each other. Kate herself of course was happily involved with her three officer friends in her residence building.
Kate's New Office and Staff
Although many issues had arisen with respect to all of these officers and noncoms, Kate had been able to resolve many of them by utilizing her excellent skills at negotiation, decision-making, and determining wise courses of action. She knew when to seek advice and when to follow what she was told. Thus at 31, she had already had a glorious career in the Service.
She had inherited GEN Annette's capable secretary, Kimberly, known as Kim to the highest-level officers who worked or dealt with her. Kim had known that Kate could decide whether or not to keep her in her powerful position or send her elsewhere in the Service. Although Kate had told her she wanted her to stay, Kim understood that things would have to work out well for the new Chief of Staff to be comfortable with her.
Kate had also kept on LTC Sophia, who had been a top aide to Annette. Kate had met her when in her previous position and Sophia, who held the same rank as Kate then did, had been sent by Annette to Kate to be disciplined in Kate's unit for not performing as Annette expected from her.
