Gloria Named Corrections Secretary

Gloria Palmer had made a fast ascent to the higher levels of government in the Women's Republic. She had only graduated with highest honors from the Women's University five years earlier. Then she had begun writing for The Ladies Guide to Supervision and Discipline where she had soon become a well-known figure in the republic's capital and among women throughout the nation.
She had become Assistant Secretary for Women's Advancement in the department of that name. In this capacity, she spoke frequently and became known as an advocate for women becoming leaders in all major institutions. Gloria had become a close friend of Elaine, Jay's wife, from whom she learned the intimate details of how Elaine had taken control of her marriage. Gloria was engaged to Dennis, whom she clearly dominated, but she was definitely interested in how another woman had accomplished what she was engaged in doing.
At 27, Gloria was slightly surprised to find that she had been named to a cabinet position, Secretary of Corrections, which put her in charge as the highest civilian in the Corrections Service. Lauretta, the Secretary for Women's Advancement, to whom Gloria reported, was a clever woman in her 40s who took a liking to Gloria and figured if she convinced her friend, the President, to appoint Gloria, Lauretta would have a reliable ally in the Cabinet. When the appointment came through, Gloria had just taken her oath of office and disclaimed major ceremony, preferring to learn the job and then have public recognition. She had met and immediately took a liking to General Kate, the Chief of Staff who was the highest uniformed officer of the Service and only a few years older than Gloria.
Kate felt that the Service would benefit from Gloria's leadership, as she regarded her as a vibrant woman who would strive to improve the Service as much as possible. Gloria had outlined to Kate and to Major Nicole, who now was commandant of the Service's Disciplinary and Retraining Unit, that she thought the camps to which men were sent for retraining by their responsible women should emphasize stricter discipline during the multiweek terms for which men were sent to the camps, or for shorter durations at similar centers located in larger cities and towns.
After that first meeting, Kate invited Gloria to her office, which was large and well-appointed. Gloria complimented her on her arrival there. Gloria's own office was not as impressive; she realized that previous occupants, although well-connected politically, had not sought to implement improvements in the Service.
Kate began by assuring her that she was pleased that Gloria wanted to see change by improving discipline and making assignments to camps more effective. "We are ready to work with you, Gloria, if I may call you by your first name, as I share your goals, I believe, and I've not been here that long myself so feel I can bring a new attitude among the officers and noncoms in the Service. I hope we can see each other as partners."
Gloria responded by welcoming her to call her by her first name. This was easy for Gloria as she was of a generation which had largely discarded much of the etiquette that previous generations had insisted upon. She knew that Kate had risen quickly in the Service just as Gloria had in the government. She also had learned that Kate was widely respected in the Service because she had gone through officer training and become deputy in the Disciplinary and Retraining Unit and then Commandant of that important unit.
She asked Kate to discuss her ideas for improving the Service. "I plan," Kate answered, "to issue a directive to all camps and centers to make sure that all new inmates are immediately placed in pink panties upon their arrival at a camp or center. Barracks sergeants in the camps, and center directors in the centers, will make sure inmates are aware that if they disobey any orders or misbehave in any way, including not showing proper respect for all Corrections Service officers, noncoms, and staff personnel, not only would the inmate be likely to be whipped on the spot, but will then be placed in diapers. Those put into diapers will not be promoted to wearing panties for at least a week. Second offenders will serve time in the toilet box, the time there at the discretion of the camp commandant or center director."
Gloria told Kate and Nicole that she liked Kate's ideas. She gave them her complete support and said she'd be happy to meet with key Corrections Service officers and others responsible for operations. Kate assured her that she would set up those meetings. She added that she wanted to introduce Gloria to Janet and Eleanor of Goose Cookers.
"They still are the most imaginative company we deal with in the Service," Kate observed. "Eleanor is based here in the capital and is the creative force in the firm, but Janet, who is executive vice president in the second city where the company is based, really runs the company and also is incredibly well-connected in this city and the government."
Gloria laughed and pulled up her skirt, disclosing that she had a pair of Goose Cookers panties on. Kate and Nicole enjoyed her move and told her that the Service contracted with Goose Cookers for a variety of clothing, including control panties, panties used for discipline, and the daily panties everyone in the Service wore under their uniforms. "I'd show you mine," Kate smiled, "but my uniform skirt doesn't pull up so readily!"
"You may be aware that Goose Cookers produces a special tampon that women can use to insert in a man's bottom; she has a remote control that releases a tube inside the tampon to simulate a woman's menstrual period so that the man may experience the feeling sudden onset of her period produces in a woman," Kate noted.
"Wow!" Gloria exclaimed. "I really wasn't aware of that." She thought about how she was training her fiancé, Dennis, by having him wear increasingly larger butt plugs." Nicole and Kate chuckled and told Gloria they would provide her with some of the anal inserts that were used in disciplining in the Service.
"They come in a brown wrapper," Kate grinned. "Actually, you'll understand that these are not distributed outside the Service and both male inmates at camps and women officers sent to Nicole's unit for retraining are surprised when they find a barracks sergeant inserting them anally."
Nicole excused herself, knowing that Kate needed to speak with Gloria on a one-to-one basis. She longed to know what they would discuss but knew that Kate wanted this. She did not forget that Kate had treated her well, far better than she might have fared with another boss. Back when Nicole was a barracks sergeant at Hergolia Camp, she had fucked Kate's husband Harry when Kate had sent him to that camp for retraining. The two had since become close but Nicole knew that as much as Kate had been good to her, any kind of funny business could interrupt her advancement or even her tenure in her present position.
"We want you to be a full participant in our world here," Kate told Gloria. "Previous Secretaries have rarely appeared at Service functions. You'll be invited and given a chance to speak on all occasions. I also promise to advise you of any developments or plans that may affect the whole Corrections Service or any major part. I think you can play a role in what we both want, which to me is better performance in retraining men."
"I really appreciate that assurance, Kate," Gloria responded. "I do feel we can work together well, and I'll do my part and won't resent your briefing me when we get involved in an area where I haven't your experience. I do have a slightly personal question: I understand that from your days in the Disciplinary Unit, you are skilled in administering discipline. I'd like you to help me acquire better skills in that regard although I'll say that I've learned to be proficient at applying the cane, on both women and men."
"I'll be happy to collaborate with you on technique," Kate said seriously. "I also have done what hadn't happened for previous Secretaries and obtained an apartment for you in the building where I live and where my predecessor Annette resides. It will provide you with a level of service you will appreciate. Annette, by the way, is married to Eleanor from Goose Cookers, and you probably know that I have both a wife and a husband."
"Thanks, Kate," Gloria said appreciatively. "I'll be incredibly happy living in that building and you should know that I will be married before very long. I'll also tell you, obviously to be kept between us, that if you feel I may be acting peculiarly, please let me know. I'm a switch, so I alternate between being dominant and submissive, although I'm only submissive to women."
"Some think that I'm strange in having both a husband and wife," Kate replied, "but of course it's perfectly legal in the Republic and it satisfies my desires to enjoy love with women as well as men. I'm mostly dominant, but every so often, I do want a woman to take charge of me, so you can see we do share some of this attitude and behavior."
"I'm pleased to hear that," Gloria said slowly and deliberately.
"Tell you what," Kate replied. "I'd love to have you and Dennis (if you wish) to come to our place for dinner soon--even today or tomorrow--and I'll invite Annette and Ellie. Sound like something you'd like?
