Cynthia Becomes Commandant Ch. 02

The Challenge of Disciplining and Honoring at the Same Time
Cynthia had enjoyed meeting 1LT Frederica Warner, who seemed to understand how to impose discipline with appropriate care. She dressed in her uniform and soon her secretary buzzed her to tell her that 1LT Jennifer had arrived.
"Send her in," Cynthia said through the phone. Shortly, a knock was heard on the door to her office.
"Come in," Cynthia said loudly.
1LT Jennifer walked in and said she was reporting for duty. She stood 5'7" tall and had a medium frame with dirty-blonde hair cut short but not close to being a buzz cut. She wore her uniform smartly sporting some commendation medals.
"Yes, I've been expecting you," Cynthia said without emotion. "I hope you're pleased to be here; you'll find that it's a good place to learn how to practice what you've learned in the Disciplinary and Retraining Unit."
"Is there anything about my assignment that I should know before I start?" Jennifer asked.
"You are my deputy," Cynthia responded. "There are matters I will assign to you to oversee, and I expect you to fill me in on anything you find that needs command attention. You've shown that you are a capable disciplinarian, and you'll get to know the personnel here--both commissioned officers and noncoms--and learn that there are many of them who are quite skilled at both disciplining and re-directing our inmates."
"Unlike the unit where you came from and where I served in several capacities, we are dealing almost entirely with men here," Cynthia observed. "Many of them will either try to seduce you or resist your authority in some way. This camp has a reputation for strict discipline; the barracks sergeants are expected to run a tight ship, and they do. The officers are also experienced disciplinarians and both back up the noncoms as well as dealing with situations that demand their involvement."
"I haven't had much involvement with men," Jennifer said, "because I was in the Disciplinary and Retraining Unit for quite some time and haven't previously been assigned to a camp or center. I'm anxious to learn here from you and the entire staff."
"I'm pleased you have that attitude," Cynthia replied. "We've found that different techniques prove effective with men. I'm thinking of having you accompany MSG Penny so that you can see through her supervision of the noncom staff what is involved in serving at this camp. The location is remote, so we have few visitors; the camp has earned a reputation as the toughest one in the Republic.
"Those who do well as barracks sergeants are able to ride a fine line," Cynthia continued. "CPT Nicole started as a barracks sergeant here. Her beauty attracted the men, especially in her barracks, but while she smiled and would converse and laugh with them, she immediately used her whip and even her cane if anyone got out of line. And she didn't let it go because they will become even more aggressive. She really was regarded as tough, yet she was very well-liked here."
"I do believe in strict discipline," Jennifer said bluntly. "I will be interested in seeing how it works here."
"We believe in smart discipline," Cynthia said. "You will get to know when to get involved and what steps to take," she added. "MSG Penny is the Field First and will introduce you to the barracks sergeants and to the officers as well. Spend some time listening to them all. Penny and 1SG Louise are great sources of answers and solutions. Feel free to ask them because they've been here for a long time and know an amazing amount.
"I'm going to ask you what will sound like a personal question," Cynthia now said. "This camp is very remote and there's a tendency to get isolated. We have a regular schedule of giving staff time off when they can take the transport to the capital for R&R. This is for your benefit, and I advise all personnel to remember that they are Corrections Services officers or noncoms and to behave accordingly."
She paused for effect and then asked, "Do you have any strong personal attachments at the capital or anywhere else in the Republic?"
Jennifer looked surprised at the question but decided to be perfectly straight out with her new boss. "I've had significant relationships with both men and women. Right now, I'm informally engaged to a man who is located in the second city. I've also been actively involved with a woman at the capital. Neither is in the Service."
"Our only concern is that any relationships of a romantic nature do not impinge on your duties here," Cynthia said in response. "I hope you are able to both support me in command but also work well with all staff. I've gathered from observing you in your previous assignment that you are prone to precise application of the rules. I regard that as a strength so long as you don't get carried away with it."
Cynthia then told her about the recent experience SGT Kendra had with an inmate who had insulted her. She realized the man might physically be able to overpower her, even if she used the whip on her belt. She followed procedure and called in other sergeants. She added that 1LT Frederica also became involved and supported the sergeants. "This is how I like to see these kinds of situations resolved," Cynthia stated.
"Is the toilet box used often?" 1LT Jennifer asked.
"Enough so it is seen as a very likely response to seriously bad behavior by the inmates as well as a source of control by the staff," Cynthia responded. "The man who insulted Kendra was informed that further misbehavior would result in being punished."
"We're changing the toilet punishment--instead of the box, which is unwieldy and murder to clean, we've been sent a new device from headquarters. It's an exceptionally large tub that can be placed under the toilet seats and after it's used, cleaning it will be like washing out a bathtub. But you're not interested in these technical aspects of administration."
"The box wasn't used that much where I was," Jennifer replied. "I guess that with men, it's more likely to be needed."
"Most men here get the idea that they need to behave so that they get out of here as soon as possible," Cynthia said. "Sergeants know that mentioning to an inmate that he is close to being put on extended schedule--kept here more than the normal two-week span--frightens most of them into behaving. If someone continues to offend or misbehave, they may be sent to the box, but they also may be put on indefinite schedule, which means that there is no set date for their release and their barracks sergeant will have a great deal of influence in determining when they are deemed ready for release."
