The Governors Daughter Pt 01

The story is set in Florida 20 years in the future. All characters, politicians, and the law requiring "Reorientation Treatment" for homosexuality are figments of my imagination. The law is a plot device; I think such laws are abhorrent and believe the government has no business regulating consensual adult sexual activities.

Four years before Patty's story begins, the Governor's mansion

Pete, the governor's chief political strategist, is speaking to the Governor and a few of his closest cabinet members. "The election is just a year away, and it looks bad. Inflation is up; insurance is up, flooding is up, crime is up; not to mention the HHS secretary screw-up; we need something positive to run on!"

"Damn it, isn't anything going down?" Governor Bob Thompson asked.

"Birth rates are going down," his new Health and Human Services secretary grumbled. The former HHS secretary had been fired after being filmed screwing a sheep on his farm. His excuse that he was gathering natural lanolin to treat his dry skin only made it worse.

"Well, shit! What can we do about that?" the governor complained.

"That's easy, we just tell people to start fucking more!" Sam, his commerce guy, said sarcastically.

After more pointless and discouraging discussion, Pete perked up and said, "Hell, what if we did run a pro-sex campaign? Everybody is for more sex!" Seeing their incredulous faces, he continued quickly, "Now, hear me out. What if we form a panel to study the declining birth rate problem? We could shape it to recommend that it's our citizen's patriotic duty to have more babies. Get our preachers involved, "Go forth and multiply," and all that. Talk about family values; I think I could sell it. Certainly, it will get them talking about something other than insurance."

1 month later, Governor's press conference

"Our state is facing a crisis. There has been a precipitous decline in our birthrate. If it continues, our schools will empty, and critical jobs will be unfilled. We must reverse this trend to ensure our long-term prosperity. In response, I've appointed a blue-ribbon panel to study the problem and recommend action."

4 months later, Tallahassee News-Journal article

The governor's panel on declining birth rates released its report today. It recommends several shocking changes in state law and policy. Among them are lowering the age of consent to 16, reducing restrictions on adult entertainment, both live and online, and creating a new sex education program that is not an abstinence-first approach. Also recommended are updating various sexual offense laws and funding an "education" program to promote higher birth rates.

Many of these recommendations reverse several of the Governor's previous policies. When asked if he would accept the recommendations, the Governor responded, "The well-being of the people of this state is more important than my personal beliefs. My previous policies arose from the bad advice of my former Health and Human Services secretary, who was revealed to be a quack, although he had the best credentials and was highly recommended. I stand before you ready and eager to implement these recommendations and any other policies that will raise the birth rate of our state and ensure our prosperity."

2 months before the election

Governor Bob, as he liked to be known, implemented changes before the election to convince voters he was serious. He initiated a publicity program that, among other things, encouraged more revealing clothing, more public displays of affection, and less political correctness.

Of course, many of the program's ads included the Governor and his family. Promoting the plan, the family dressed casually for all public appearances: Betty, his first lady, and Patty, his teenage daughter, were always braless in low-cut tops, while Bob and Ken, his teenage son, wore loose pants and casual shirts. In one frequently shown clip, Bob openly groped Betty while hugging her.

At school, Patty was teased and grew to hate the attention. She would smuggle sweaters into school to cover herself when her mother insisted she wear the same revealing clothes to school. Patty had blossomed younger than many of her classmates, and they already resented her beautiful looks; the "sex-positive" program made it worse.

Unfortunately, her personality didn't help. Being raised by narcissistic parents in an entitled environment, it was no surprise that she developed the same personality. So, while her beauty, brains, and status drew people around her, she wasn't well-liked.

Present Day

Now 19, Patty had blossomed into a gorgeous young woman. She continued to excel academically and athletically. Although she still dressed as conservatively as she could, her slender body and generous curves could not be hidden. With her long blond hair, clear honey-colored skin, erect stance, and hourglass figure, she favored a glamour model look with accompanying makeup and style choices.

As Pete predicted, the governor was re-elected. Once he took office, he realized his error: he had created a measurable test of his success, and the media didn't let him forget. He dove full-speed into passing laws and developing programs to encourage sex and pregnancy. Among the changes was the elimination of all laws against public nudity. The governor ordered all government buildings to be kept at 78° F or warmer to support the initiative. The immediate cost savings encouraged businesses to follow suit. People had no choice but to shed layers and dress more revealingly.

The campaign was amazingly effective. Casual sex was encouraged as being patriotic, and objecting to a casual grope became unpatriotic. Business boomed as new wardrobes were purchased, gyms were packed, and dieticians had waiting lists. Despite the new atmosphere of sexual liberation, the legislature remained strongly homophobic. A law was passed to require 'Reorientation Treatment' of anyone caught in a homosexual act.

The story begins

One late spring Saturday night, blue lights flashed blindingly in front of a large house from which loud music played. Almost half of the senior class had gathered for one last blow-off on the final weekend of spring break.

In the crowded front yard, police filmed two naked young women entwined on the grass, where one was enthusiastically burying her tongue deeply in the other's shaven sex. "Stop what you're doing! You're under arrest for homosexuality!"

About ten days later, the lawyer called the family and said, "I've got good news and some not-so-good news. That, along with the clean search of the house, is strong evidence that she was drugged and incompetent at the time of the incident.

"They already withdrew the public intoxication charge, and we have a strong case for dismissing all charges. We petitioned for an expedited court date, which we received. We go to court next month, right after Patty graduates. If all goes well, this should be forgotten, and you should be able to go off to college this fall."

"What's the not-so-good news?" the governor asked.

"The case was assigned to Judge Brown".

"That son-of-a-bitch hates my guts!" the governor roared. "Ever since I passed him over for the higher court appointment. Can't you do something about it?"

"Not really. You wanted this over quickly, so we already got special treatment to get the expedited hearing. We can try to do some judge shopping, but there are only a few judges that handle sexual cases, and I don't think it will look good politically."

Patty complained, "Don't I get anything to say about this?"

"Honey, we're doing our best to clean up your mess," the governor sighed. "Unless you want a public defender, let us take care of it."

The lawyer asked Patty what she could remember from the night. She remembered getting to the party, having a couple of drinks, and hanging out with a cute guy she hadn't seen before. The next thing she remembered was coming to in the back of the police car.

Her parents forced the reluctant high school senior to go to school the day after her release from jail. When she returned home in tears after a day of students' taunting and strange looks from her teachers, her parents agreed to let her finish the year in virtual school. Patty dropped all her after-school activities as well.

The extra time at home alone left her bored. She stumbled across an erotic story site one evening while browsing the web looking for something to hold her interest. The prosecutor stood and said, "Your honor, this is an open-and-shut case. The accused was witnessed and filmed performing a sexual act on another woman in the front yard of a house in a busy neighborhood. This is the very definition of homosexuality."

"I call Officer Rodriguez to the stand."

After the officer was sworn in, the prosecutor began, "You were the arresting officer on the night in question, correct?"

"Yes, sir. Officer Williams and I responded to the call that night. As the senior officer, I was the arresting officer."

"Please describe the incident as you witnessed it."

"Upon arriving on the scene, we witnessed a group of 10 or 15 people gathered in the front yard of a house, watching something occurring on the ground. Upon approach, we found the defendant nude with her tongue deep inside another nude woman's vagina. The defense lawyer leaped to his feet. "I object, your honor. This material does not provide any new evidence, and we will stipulate that Officer Rodriquez's testimony and the police video accurately represent the events after the officers arrived on the scene."

"Objection sustained, there is no reason to turn this into a media circus," the judge concurred. Addressing the prosecutor, he said, "Do you have any further witnesses or evidence."

"No, your honor, as I stated, despite their high-priced defense attorney and all the media, this is a straightforward case with overwhelming evidence proving homosexual activity in public."

"Would the defense like to respond?" the judge asked.

"Yes, your honor. We'd like to call Officer Rodriguez back to the stand."

"Officer Rodriguez, what was your impression of Patty's mental state at the time of your arrest?"

"She was disoriented, confused, dazed."

"As the other officer put it on the video we just watched, she was as high as a kite. I believe that is why you charged Patty with public intoxication as well, correct?"

"Yes, sir."

"Yet since that night, those charges have been dropped. Can you explain why, when there was such clear evidence of intoxication," the defense attorney challenged.

"Yes, sir. Her blood work came back showing high levels of several illegal drugs, including Rohypnol. Rohypnol is considered a date-rape drug and has virtually no history of personal recreational use. We concluded that she had been drugged without her consent and withdrew the charges."

"Based on her intoxication, you obtained a search warrant of her home. Did you find any illegal drugs or paraphernalia?"

"No, sir."

"Did you find any evidence of homosexuality?"

"No, sir. We found evidence of potential sexual activity but no homosexual material such as lesbian magazines, videos, or search history."

"In your investigation, did you find any previous history of illegal drug use or homosexual activity at all?"

"No, sir."

Dismissing the witness, the attorney thanked him for his testimony and announced, "I would like to introduce defense exhibits A and B, the drug screening results from the night of the arrest and results of screening just one month prior. On the night of her arrest, her blood had very high levels of several illicit drugs. You will notice that they are a minimum of 2 times the legal definition of intoxication and as high as 5 times the legal limit. Patty is an athlete. Just one month before this night, she voluntarily submitted to a mandatory drug screening to compete on her school's swim team. You can see that there were no illegal drugs in her system in that screening."

He then proceeded to call Patty's guidance counselor and Principal as character witnesses. They both testified that she was an excellent athlete who excelled academically. She had no previous disciplinary problems and showed no signs of homosexuality or drug use at their school. The principal did testify that Patty had been the victim of a few harmless pranks, most likely due to jealousy by the other students, but nothing out of the ordinary.

Next, the defense called witnesses and exhibits that showed that the other girl had a prior conviction for homosexuality and was scheduled to enter Reorientation Treatment the week following the arrest; that she had jumped bail and did not report for Reorientation Treatment. Furthermore, he showed that her bank account received a large cash deposit on the day of the party and that her considerable bail was paid with untraceable cryptocurrency.

He highlighted that neither the police nor the defense investigator had been able to identify the man Patty was last seen with at the party and that the other woman was currently a fugitive.

Finally, the defense showed that the evidence of sexual activity collected during the search of Patty's home consisted of vibrators, a realistic dildo, and condoms, all of which he argued were evidence of heterosexuality.

After the defense called its last witness, the judge adjourned the case for the day and announced that closing arguments could be presented the following morning.
