Chapter 16
Cloaked, we were orbiting Koogarie, at an altitude of twenty miles, observing. This distance was above the normal air traffic, which was heavy.
The planet's single, massive, girdling continent was mostly equatorial with limited temperate zones. The small northern and southern seas, were capped with very minimal polar regions.
The high humidity atmosphere provided a faint haze, softening the details of the planet. The larger cities were primarily located along the coasts or on the river banks. One of the largest, Koogariem, was located on the southern coast where the mouth of a major river emptied into the sea.
The center of Koogar government, Koogariem, was a metropolitan city with a population eighth of billion. With a deep seaport, a huge combination airport and spaceport, along healthy economy it was bustling.
The governmental complex, with multiple buildings, was located in the center of the city. The Hall of Ministry was a large three story stone building. The top floor contained the huge assembly room and the president, Dislk Ratsemu's large office plus the smaller offices of the twenty one representatives for their respective districts.
Specific information concerning Koogariem was obtained from the Koogar data banks we had raided. Included was a picture of the Koogar Hall of Ministry.
I explained to my six beautiful, naked women, gathered on the Bridge, looking at Koogarie displayed on the view screen, the what and why of my plan.
Concentrating on the Koogar Hall of Ministry, activating invisibility, I projected my specter from my corporeal body.
I stood in front of Koogar Hall of Ministry. Entering I explored. On the first floor were numerous governmental department offices. The second floor was more of the same along with an information archive library.
On the third floor I found President Ratsemu in his office.
I steeled myself and entered his mind. He was receptive and never knew I was there.
His thoughts centered on how much he was going to enjoy fucking a female Koogar that night. This was against the background of concern about the returned Koogar fleets and their message of Guardian.
I quickly found what I wanted and exited the cruel sewer of his mind.
At the present the Koogar had no other ships in space. This was good as I would not have to searching and returning them.
The Koogar were in the process of developing another fleet to explore another part of the galaxy with plans to conquer, dominate or destroy anyone or anything found.
The next solar system with habitable planets was almost three times the distance from Koogarie to Sigrisab. This distant solar system would take at minimum of thirty years to be reached.
A complex undertaking requiring much support resources, the Koogar wanted to secure Sigrisab, Lideaux and Earth before committing to another major expedition.
With the sudden appearance of the fleets, which had been sent years before, and the accompanying message, had created confusion, expectation and, although they were hesitant to admit, fear.
I recalled my invisible specter to my corporeal body and proceeded to implement my plan.
I had been researching how to create what was needed to accomplish my plan since Lideaux.
I now knew how.
I was developing my powers at an exponential rate. The more I used them, the more new ones I discovered. I remembered Joy telling me soon after her release from the sphere that nothing would be impossible.
If I could imagine it, it was reality. My mind, automatically, accessing and imprinting the vast knowledge of the Brae, intuitively produced solutions.
I wanted to envelope the planet Koogarie in a permanent, indestructible, invisible, impenetrable energy shield at an altitude of twenty miles and five miles thick.
In effect a Koogar prison.
It would not affect Koogarie in any respect, except denying travel past the shield.
Light from the sun and stars would penetrate as would radio waves. But when an object with a measurable physical mass and weight, above a hundredth of an ounce, whether manufactured, a ship, or natural, a meteor, tries to breach the shield, either on entry or exit, it would be destroyed.
If the Koogar shot at the explosives or chemicals it would need a conveyance to deliver the payload, which would be destroyed as with any other material object. If the used energy weapons, they, like light would just pass through with no effect to dissipate in empty space.
Inspiration was the Q from Star Trek, the Next Generation, when he created a shield in front of the Enterprise, that looked like an endless, rippling, chain link steel shield.
I transport Guardian to the twenty five mile boundary. I was positive, teleportation would not trigger the shield, but did not want to give any clue to the Koogar on how they may overcome it.
I created the self-sustaining shield, powered by solar energy. At first there was an energy shimmer as it activated but quickly cleared.
For the test I materialized a two ten pound titanium balls. One I transported to the other side of the shield. It appeared unfazed. I pulled it back into the shield. There was a brief flash as the ball disintegrated.
The second was placed in the space between Guardian and the shield and pushed it into the shield. It too was destroyed.
In my invisible spectral form I returned to Ratsemu's office.
He was seated at his desk.
Amplifying my voice, deeply resonating, I spoke, "RATSEMU."
He jumped and looked around, seeing nothing.
He started to say something but I removed his ability to speak and to move any muscle. This stopped his breathing. In vain he struggled, as his body became oxygen starved.
After a couple of minutes, I allowed him to breathe again, while still immobilizing his limbs. As he desperately sucked in air, head swiveling trying to locate the source of his issues, eyes filled with fear, I continued to speak.
"THIS IS GUARDIAN, YOUR JUDGE."
"YOU ARE EXPERIENCING MY POWER AND ARE COMPLETELY UNDER MY CONTROL. DO NOT ATTEMPT TO SPEAK OR MOVE, YOU ARE NOT ABLE."
"LISTEN AND TAKE HEED."
"DESPITE MY REVULSION AND CONDEMNATION OF YOUR BRUTAL, VICIOUS RACE, I WILL BE BENEVOLENT AND COMPASSIONATE."
"INSTEAD OF ANNIHILATING YOU PUNY KOOGAR AND THE ENTIRE PLANET, I WILL ALLOW YOU TO LIVE, BUT WITH CONDITIONS."
"YOU ARE RESTRICTED TO YOUR PLANET."
"A SHIELD HAS BEEN PLACED AROUND YOUR PLANET, AT AN ALTITUDE OF TWENTY MILES."
"THIS SHIELD WILL DESTROY ANYTHING ATTEMPTING TO BREACH, OUTGOING OR INCOMING."
"YOU ARE TOTALY ISOLATED AND INSULATED FROM ANYTHING AND EVERYTHING BEYOND."
"YOU HAVE BEEN JUDGED, CONVICTED AND SENTENCED."
"A WARNING, THE KOOGAR WOULD DO WELL TO SERVE THEIR TIME PEACEFULLY."
I released Ratsemu and recalled my invisible specter to my corporeal body on Guardian.
I told my women, *The Koogar have been given notice. In their arrogance the will test the warning. We will stay and observe for a time. I expect it will not be long.*
Joy proclaimed, *Master your Koogar solution is brilliant!*
Lucy agreed as did the twins.
Oomulah and Yavvan, not entirely cognizant of what had occurred, but were aware it was of great import.
They bowed, saying, *You are the Great White Lord God, Master!*
I acknowledged their praise and thanked them.
*I could not in good conscience extinguish the life of billions when there was a viable option. The Koogar did not receive what they deserved but I have not done them any favors.*
*The alliance of the seven districts will fall apart and they will return to be at the others throat. The internecine fighting will likely result in a total breakdown of their society.*
*Earth as come close to using weapons of mass destruction, and they are not even close to the militant nature of Koogars. It would not surprise me if within fifty years, the Koogars have not destroyed themselves and Koogarie.*
*Even if the shield fails, which it will not, the Koogars will never again be strong enough to be a space faring race. The galaxy is free from their menace.*
We talked for a few more minutes before the twins went to their study and Oomulah and Yavvan went to O's Place. I lovingly hugged and kissed each as the left.
