Change the zoning first, and businesses would start to come knowing they'd get prime real estate along the southern route. Or, wait to change the zoning until the actual route was announced, so that if it wasn't near town they wouldn't have to deal with angry business leaders that were stuck too far away from the interstate.
Tim was firmly with Darren's point of view. Change the zoning right away. The more enticing they could make it, the more likely the state would push the federal government to use the corridor near town as the route they'd choose.
