It's his idea to have her brought to the restaurant even though it's only mid morning and it's not usually open until 11 am. But Jacques is a man of influence, a most welcome regular at the restaurant and as a French national and he's popular there. He will use the restaurant as first step to seduce Selina so subtly that she will not even know he's seducing her. He may seem slow but he never scares the horses.
